Taxes

Overview

In the United States, tax season runs from January 1st until April 15th. Tax information is collected by the Internal Revenue Service (IRS), which typically opens its electronic filing in late January. Federal income tax returns and any balance due are normally due by April 15. If April 15 falls on a weekend or a legal holiday, the deadline moves to the next business day. Things to know:

  • You can file Form 4868 for an automatic 6-month extension to push your filing deadline to October 15. Note that an extension only delays the paperwork—any estimated taxes owed must still be paid by April 15 to avoid penalties and interest.
  • The U.S. has bilateral income tax treaties with many countries. These treaties can reduce or eliminate U.S. tax on certain types of income (like scholarships or wages for specific foreign students/teachers) or prevent you from being taxed twice on the same income.
  • Resident Aliens (Green Card holders or those who meet the "Substantial Presence Test") generally file taxes just like a U.S. citizen (using Form 1040) and report your worldwide income, not just your US income.
  • Nonresident Aliens (H-1B, L-1, F-1, J-1 visa holders who do not pass the Substantial Presence Test): file Form 1040-NR, meaning you only pay U.S. taxes on your U.S.income. Your U.S. employer typically withholds federal, state, and FICA (Social Security and Medicare) taxes directly from your paycheck and issues you a Form W-2 at the end of the year.

Town Halls

Town halls in New York State are in every town and are a central hub for municipal paperwork and programs. Here is a summary of what you can find there.

Town Clerk & Registrar Services
  • Issuing marriage licenses, plus recording and providing certified copies of birth and death certificates.
  • Issuing dog licenses, hunting and fishing licenses (via the DEC), bingo and games-of-chance permits, and accessible parking permits for people with disabilities.
  • Acting as the custodian of town records, maintaining local laws and board minutes, and fulfilling Freedom of Information Law (FOIL) requests.
  • Depending on local ordinances, issuing permits for peddlers, taxis, alarm systems, zoning requests, or local transfer/recycling station access.
Town Board & Legislative Services

Town halls house the elected town supervisor and town board members, who manage the broader responsibilities of the town:

  • Hosting public town board, planning board, and zoning board of appeals meetings.
  • Adopting the annual town budget, managing municipal funds, and administering local tax collection or water/sewer district fees.
Community Programs
  • Overseeing town road maintenance, snow plowing, and local building code enforcement.
