New CEO Appointed O' Connor and Tri-Town Regional Hospitals

The O’ Connor Hospital and Tri-Town Regional Hospital Boards of Trustees have appointed Carlton Rule, M.D., Chief Executive Officer of both institutions effective September 29, 2014. Dr. Rule will succeed Dan Ayres, who announced in July that he is returning to his native State of West Virginia to become CEO of Summersville Regional Medical Center.

In addition to his role as CEO of O’ Connor Hospital in Delhi and TRH in Sidney, Dr. Rule will continue as medical director of Bassett Healthcare Network health centers in the Delaware County communities of Delhi, Andes, Stamford and Walton. In the meantime, provider recruitment is underway for Bassett Family Medicine – Oneonta, where Dr. Rule has been seeing patients since 2012. A letter has been sent informing Dr. Rule’s patients of his CEO appointment.

In joining with the boards to make the announcement, Dr. Vance Brown, President and CEO of Bassett Healthcare Network, said, “Dr. Rule brings strong leadership skills and the experience and knowledge necessary to help the network achieve success at O’ Connor and TRH as we transition to the new value-based health care environment, where the goal is to improve quality and outcomes and lower costs. This requires balancing cost and quality issues as well as partnering with medical staff to address productivity and quality improvements, while also improving the patient experience.”

Executive Vice President and COO Bertine McKenna, Ph.D., noted, “While the boards of trustees for both institutions considered several good candidates during their search, Dr. Rule has the demonstrated track record necessary to accomplish this work and quickly rose to the top as the clear choice for CEO.”

Dr. Rule has been the Regional Medical Director for Bassett Healthcare Network’s southern region the past two years and a family medicine physician for 20 years. Prior to joining the Bassett Medical Group in 2011, Dr. Rule served as Executive Vice President of A.O. Fox Hospital. In this role, he helped develop an affiliation strategy to transition Fox Hospital to its current status in the Bassett network. In addition, Dr. Rule has been the medical director for First Community Care of Bassett and At Home Care, Inc., both Bassett Healthcare Network affiliates.

Peter Hamilton, chairman of O’ Connor’s board of trustees, and Scott McLean, chairman of Tri-Town’s board of trustees, noted that Dr. Rule’s work as medical director of health centers in the network’s southern region provides him with an understanding of the uniqueness of the communities the hospitals’ serve. Combined with his working knowledge of Bassett Healthcare Network and clinician perspective, the boards have great confidence that Dr. Rule will be a highly effective leader of both institutions.
