A. GENERAL POLICY STATEMENT

Bassett Healthcare selects postgraduate medical education trainees to participate in ACGME-accredited residency programs from among eligible applicants on the basis of their preparedness, ability, aptitude, academic credentials, communication skills, and personal qualities such as motivation and integrity. Applicants will not be discriminated with regard to sex, race, age, religion, color, national origin, disability, or veteran status.

B. SCOPE

This Policy and Procedure applies to all resident selection committees, program directors and coordinators, clinical chiefs, and medical education administrative staff.

C. ADMINISTRATION

The Assistant Director of Medical Education will be responsible for coordination of this policy and the altering of provisions therein, in conjunction with the Director and the Graduate Medical Education Committee.

D. RESIDENT ELIGIBILTY

Applicants with one of the following qualifications are eligible for appointment to ACGME-accredited programs:

a) Graduates of medical schools in the United States (US) and Canada accredited by the Liaison Committee on Medical Education (LCME).

b) Graduates of colleges of osteopathic medicine in the US accredited by the American Osteopathic Association (AOA).

c) Graduates of medical schools outside the United States and Canada who meet one of the following qualifications:

1) Have received a currently valid certificate from the Educational Commission for Foreign Medical Graduates prior to appointment or

2) Have a full and unrestricted license to practice medicine in a US licensing jurisdiction in which they are in training.

d) Graduates of medical schools outside the US who have completed a Fifth Pathway program provided by an LCME-accredited medical school.

D. PROCEDURE

1. All PGY-1 positions available to fourth-year medical students in U.S. allopathic and osteopathic medical schools will be offered through the National Resident Matching Program (NRMP) and the AOA National Matching Service (NMS). U.S. physicians and qualified international medical graduates will be encouraged to participate in the NRMP process, but may be offered positions in advance of the match as permitted by NRMP Regulations. Only international medical graduates eligible to enter the U.S. as exchange visitors (J-1 visa) or who are permanent residents will be considered as candidates.

2. Each applicant will be required to submit an application through ERAS

(Electronic Resident Application Service)or an AOA application form, a dean's letter, three letters of recommendation from faculty members involved in their education, an official medical school transcript and score reports on steps taken in the United States Medical Licensure Examination. Passage of the English Language proficiency test and Clinical Skills Assessment examinations (when applicable) are also required. International medical graduates will be required to submit evidence of Educational Commission on Foreign Medical Graduates (ECFMG) certification in order to be considered.

3. Applications will be screened by program directors and coordinators, and those meeting individual program standards will be invited to visit Bassett for a personal interview.

4. At the discretion of the program director, applicants unable to visit due to extenuating circumstances will be afforded the opportunity to complete a telephone or video-conference interview.

5. At the time of the interview candidates will receive a sample residency contract, the Resident Selection Policy and an acknowledgement of communication form. The applicant must sign the acknowledgement form and return to the Residency Program Office on the day of the interview.

6. Prior to the submission of the rank order list to the respective program National Matching Service, a committee appointed by the program director, with the concurrence of the clinical chief, will meet and determine the desirability, eligibility, and rank order of candidates.

7. The program's rank order list will be reviewed by the Assistant Director of Medical Education prior to submission to the National Resident Matching Program.

8. Should any program fail to completely match through the Matching Service process, applicants will be screened and positions offered based on the same selection criteria noted above.

E. DISTRIBUTION

This policy and procedure will be included in the Graduate Medical Education Policy and Procedure Manual and distributed to all manual holders.

F. REVISIONS

It shall be the responsibility of the Assistant Director of Medical Education in conjunction with the Director and Graduate Medical Education Committee to review and initiate changes in this policy.
